Europe is currently experiencing a twofold paradigm shift: defense is going digital and cloud computing is becoming sovereign. AI-controlled drones, "AI pilots," and sensor fusion are leaving the laboratory; at the same time, Brussels and the hyperscalers are establishing concrete facts for data and infrastructure sovereignty. From prototype to deployment: Defence AI accelerates

A recent Bloomberg report shows how autonomous drones, AI-powered loyal wingmen, and combat analysis are reshaping Europe's defense economy, a market undergoing a multi-billion-euro transformation driven by European players like Helsing. Meanwhile, the European Commission is working on an initiative to accelerate the integration of innovation into armed forces: harmonized certifications, access to testing environments, and a pilot program starting in 2026 are among the proposals; an EU/EIB growth fund for defense SMEs is also being outlined.


Sovereignty Cloud: From Principles to Hard Metrics

Microsoft is expanding in-country processing and sovereignty controls, including GPU capabilities and options for highly regulated environments. These steps complement the EU Data Boundary agreement finalized in February, which guarantees end-to-end processing within the EU/EFTA. Gartner predicts that this wave of sovereignty and GenAI will drive IT budgets in Europe up by approximately 11% in 2026 – to around US$1.4 trillion.


Brussels makes sovereignty measurable and procures it

In October, the Commission launched a €180 million call for tenders for "Sovereign Cloud". A new feature is the Cloud Sovereignty Framework with eight objectives and a two-stage evaluation model: a minimum SEAL level (Assurance) and an additional "Sovereignty Score" as an award criterion. The tender period is from December 2025 to February 2026.


Hyperscalers & AI providers: EU residency as the standard

AWS has condensed the design principles and goals of its European Sovereign Cloud into a new whitepaper, outlining a standalone, Europe-based cloud with the first region launching by the end of 2025. OpenAI is introducing European data residency for Enterprise, Education, and API applications; ElevenLabs is offering EU residency with a "Zero Retention Mode." Both initiatives address gaps in EU-compliant AI workloads.


Investments & Reshoring: AI infrastructure is coming to Europe

Microsoft is planning a $10 billion AI hub in Sines, Portugal, including NVIDIA GPUs, green energy, and a submarine cable connection. This sends a strong signal about European computing capacity and resilience.
